How dropped-kerb applications actually work across local councils in Surrey and Hampshire - real timescales, costs and the gotchas that delay projects.

Why this matters before you book a driveway

If your driveway doesn't have a dropped kerb, you can't legally drive across the pavement to reach it - and you can't have one installed until your local highways authority approves the application. We see this missed every month and it adds weeks to projects.

Which council you apply to

Rushmoor (Aldershot, Farnborough): applications go through Hampshire County Council Highways. Allow 6-8 weeks from application to decision, plus install time.

Surrey Heath (Camberley, Frimley, Deepcut): Surrey County Council Highways. Similar timescales.

Guildford and Waverley (Farnham): Surrey County Council Highways via the borough referral.

Hart (Fleet, Church Crookham): Hampshire County Council Highways.

Bracknell Forest and Basingstoke: their own highways teams - both run faster than the Surrey route in our experience.

Realistic costs in 2026

The kerb works themselves cost £900-£1,800 depending on length and whether utilities have to be lowered. The application fee is typically £150-£300. Add a structural pavement survey if the council asks for one, usually £200-£400.

If you're already replacing the driveway, the kerb works are quicker and cheaper to do at the same time as the front excavation.

Common reasons applications get held up

Visibility splays - if your gate or boundary blocks sightlines, you'll need to set it back. Trees in the verge - the council will protect any preserved tree. Utility covers within the proposed kerb - BT, gas or water apparatus may need lowering, which is a separate booking.
